Intionally or not the Ukrainian army shot down the Malaysia Airlines MH17 flight, but the UK government used this tragfic event to cancel its participation in the Cultural Festival - not in Ukraine, in Russia. The false nature of the excuse is so obvious, that the real reason for the cancelation appears to be that UK has no culture any more but the Government is shy to acknowledge it.
