Hate breeds hate. By declaring a war against terrorism you just make terrorists heros and, thus, promote terrorist.

If you wish to eliminate terrorism, ridicule it. Create a series of great jokes about terrorists and what ugly things happen to them after death. The jokes should be really great so that people love to spread them as wide as possible.

Indeed, Islam doesn't advocate terrorism. Quran doesn't says that muslim should kill non-muslims. Jihad that appears 41 times in Quaran refers to three types of struggles: an internal struggle to maintain faith, the struggle to improve the Muslim society, or the struggle in a holy war. Muslim scholars tend to stress non-militant connotations of the word. Muslims at large denounce terrorism. Just a small number of extremist leaders proclaims terrorism to be a holly war and recruits those who are blind and believe them. The solution is thus to eliminate that blindness.

If the leaves of a tree are sick, you should cure the root the tree, not its leaves. Punishing terrorists is similar to tyring to cure sick leaves of a sick tree. We should cure the weak roots of the tree. From the early age, starting from primary schools, mislims should be taught:
